I had the loading issue on my game too. My fix was to turn off compression in the build settings in Unity before building a WebGL build. This forum helped me fix it: https://forum.unity.com/threads/webgl-game-not-loading.1013611/
I don't know if you can reupload the game without getting disqualified though, maybe since it's kind of a game breaking bug?

It's not fully loading when I hit run game, the bar get stuck on the last bit.
